Typically the old one is returned to the DEP yard for an even exchange towards the new one. The NYC DEP does not charge for the new one when an old hydrant is being returned.
Frequently the old fire hydrant connection must be plugged
If a fire hydrant relocation is being done that is more than 18′ away from the present location, the existing connection must be properly plugged. The existing connection can only be used if it is within 18′ from the previous location. The maximum distance is set at 18′ because that equals one length of pipe. The plug of the old connection must be inspected to ensure it is done to code, and will not leak in the future.
In some cases a section of the City Water Main must be removed
When a new fire hydrant is to be installed a section of the NYC water main must be removed. Unlike a water connection for a service line, a three-way connection must be installed into the City water main. Obviously this type of work requires specialized equipment, tools, and a great deal of skill.

Approved washed and screened sand is used to fill around the pipe and at least one foot above the pipe. Maybe most important of all to a professionally installing new fire hydrants is a work crew with a high degree of expertise. A high level of teamwork is required as well. Backing up that crew must be properly maintained tools and equipment. The correct required materials must be on-site when needed. Unprofessional work, use of sub-standard materials, or a cosmetically flawed final product are not tolerated by the NYC DEP.
